KEY POINTS OF THE NEWLY FRAMED RECRUITMENT POLICY FOR ALL LATEST J&K GOVT JOBS 2020.

1.   'State Cadre' changed into 'Union Territory Cadre'.
It means any individual having domicile certificate of J&K can apply for all posts in any district irrespective of his/her native district or division.

2.     This act applies to all posts including:
·        Gazetted
·        Non-Gazetted
·        Class IV

3.     Through the same order, the Centre has also revoked the J&K Civil Services (Special Provisions) Act.

MOST IMPORTANT WHO IS ELIGIBLE FOR GOVT JOBS IN J&K?

         I.          All domiciles above are eligible for level-4 (25500) posts. (Section 5-A)
        II.          There is a complete reservation for domiciles in all state govt. posts unless notified otherwise i.e no Indian citizen is eligible unless he/she is a state domicile.

WHO CAN APPLY FOR GOVT JOBS & DOMICILE OF J&K NOW?  (Important)

In the latest gazette notification issued by Govt of India, Under Section 3A of the J&K Reorganization (Adaptation of State Laws) Order 2020, the J&K Civil Services (Decentralization and Recruitment) Act, defines domicile as:
1.     Anyone residing in J&K from the last 15 years (i.e. from 5 Aug, 2004 - 5 Aug, 2019).

2.     Any student studying in J&K from last 7 years and appeared in class 10th or 12th examination in any educational institution located in the UT of J&K.

3.     All persons registered as a migrant by the Relief and Rehabilitation Commissioner (Migrants) in the UT of J&K.

4.     Children of following institutes of Central Government who have served in Jammu and Kashmir for a total period of ten years:
·        Central govt. Officials
·        Public sector banks
·        IAS, IPS, IRS, IFS, etc.
·        Officials of statutory bodies.
·        Officials of central universities.
·        Officials of research institutes.

5.      All Children of such residents of J&K living outside UT in connection with their employment or business or other professional or vocational reasons but their parents fulfill any of the above conditions.

WHO CAN ISSUE DOMICILE CERTIFICATE IN UT OF J&K?

This act authorizes Tehsildar as a competent authority for issuing the domicile certificate, as opposed to Deputy Commissioner.

WHO WILL RESOLVE ANY DISPUTE RELATED TO DOMICILE CERTIFICATE IN UT OF J&K?

Deputy Commissioner can resolve any disagreement or dispute related to domicile certificate.
